The Pain
Subsidy income doesn’t behave like market rent. On time-limited programs (TLS, CoC RRH, ESG RRH), the tenant’s share steps up on a set schedule as the subsidy phases down — so if the updated split doesn’t post before charges run, your ledger bills the wrong amount and the correction never gets reconciled.
On fixed programs (Section 8 HCV via HACLA, LACDA, and other PHAs), the HAP arrives as one consolidated payment covering many tenants, sometimes net of an overpayment recoupment, and has to be decomposed line by line. Either way, the dollars that fall out — unposted stepdowns, short-pays, payments stranded at a prior payee — disappear from the books and never get chased.

Baseline Cleanup — one-time
A reconciled starting point as of a cut date: per-tenant master with program, split, stepdown schedule, and recert dates; every payment traced; a discrepancy ledger. For transferred books, includes payee-change packets and tracing of payments still landing at the prior payee.
Monthly Reconciliation — recurring
Confirm stepdowns before charges post, decompose each remittance, post receipts and GL corrections, escalate discrepancies in writing, tie out to your GL. You get a monthly package with a recovered-dollars line and a 30-day stepdown forecast.
Tenant Onboarding — per tenant
Ledger, GL split, stepdown schedule, and recert date set up correctly from move-in.
